Sibulan Water District

The existing water system of Sibulan was originally constructed in 1935 by the municipal government.  It utilized springs in Barangay Balugo as source of water, some 7 kms. from the Poblacion.  Among the facilities constructed were the intake boxes, ground reservoir in Barangay Lo-oc, transmission and distribution pipelines ranging from 38 mm to 100 mm of G.I. and C.I. pipes.

In November, 1982, Sibulan WD was created and was issued Certificate of Conformance No. 253 by LWUA.  Following its formation, it took over operation and management of the water system.  To improve its operation, the WD requested for LWUA assistance and was granted a P3.70 million loan in 1990.  The loan financed the laying of transmission and distribution mains, construction of break pressure chambers, treatment facilities and service connections.  However, during the project implementation in 1991, the existing sources with an original capacity of 7.0 lps decreased to 2.0 lps necessitating additional spring source.  The WD was again granted a loan amounting to P365,000.00 in 1993 for source development of Hagakhak spring in Barangay Balugo. Four pumping stations with a rated capacity of 70 LPS were constructed sometime in 1998 to 2003 and with a total transmission lines of 8.5 kms. In 2010 SIWAD applied regular loan of P30Million from LWUA for the development of three (3) spring sources with rated capacity of 185 LPS and 12.4 kms of transmission lines were laid and delivered to the reservoir.

Presently, the water district employs fifty three (53) personnel, including the General Manager, fifteen (15) of which are regulars and twenty six  (26) are casuals and twelve (12) job orders  It’s office is located at Nillas St,, Poblacion, Sibulan, Negros Oriental.  Plumbers and meter readers use their motorcycles as service vehicles.

The growth of the WD was growing moderately, as it could meet the peak hour water demand. Due to increasing day demand of water needs of every consumer it is deemed necessary to develop additional source to meet the future water requirement of the system. 

Service and Area Coverage

Presently, the service area coverage of Sibulan Water District covers the 12 barangays (80%) out of the 15 Barangays of the municipality of Sibulan namely,Poblacion, Maningcao, Ajong, Calabnugan, Magatas, Tubtubon, Balugo, Lo-oc, Cangmating, Maslog, Agan-an, Bolocboloc and one (1) barangay in the nearby municipality that is Barangay Sra. Ascion of San Jose.  As of May 2016, it has a total of 8,428 metered connections serving 42,256 broken down as follows:
